    Project PDO: Strengthening the staffing and institutional capacity of selected ministries and central agencies to perform core government functions.

    Developing capacity of civil servants to perform key cross-cutting government functions.

    Component 2

    Strengthening civil service management through the establishment of clear legal framework policies and procedures.

    Component 3

    Strengthening policy development coordination, performance monitoring capabilities at the center of government.

  • Component 1

    Developing capacity for key cross-cutting government functions

    • Achieved Milestones
    • Strengthening the functional capacity of the NCSC.
    • The established of merit-based recruitment mechanism and staffing of 147 CIM staff for the targeted MDAs.
    • Provision of office equipment to the targeted MDAs to operationalize the CIM staff.
    • Supporting FGS/NCSC for the establishment of a cloud-based biometric attendance solution installed at at MDAs.
    • Supporting NCSC for conducting assessment on identifying suitable HRMIS solution for the automation of Civil Service management.
    • Provision of short-term training courses on the core-functions to the recruited CIM staff and to the civil servants performing similar jobs.
    • Establishment of government’s School of Management & Public Administration at SNU.
    • Ongoing Activities
    • Supporing NCSC for the development of a suitable HRMIS soultion for the automation of FGS Civil Service management.
    • Supporting the development of training curriculum, training materials and FGS ToTs to provide professional public administration courses in the long term; and provision of specialized training to SMPA, NCSC and MolSA senior management teams.
    • Supporting the facilitation & the roll-out of the HR Administrative regulations endorsed by the FGS Cabinet.
  • Component 2

    Supporting priority ministries in re-organization and change management

    • Achieved Milestones
    • Conducting organizational assessments and re-structuring of FGS MDAs (48) and dev. of their change management plans.
    • The development of HR policies and Administrative Regulations & procedures for the implementation of the revised Civil Service Law.
    • The development of FGS public sector pension and gratuity policy and law and implementation plan.
    • Conducting an HR Audit head-count, making new biometric registrations of the FGS civil service and payroll cleaning.
    • Supporting FGS for the development of a National Public Administration Reform Framework Strategy for guiding the FGS and FMS civil service reform initiatives.
    • The development of Civil Service Code of Conduct to define and ensure ethical principles and standards in the civil service legal and regulatory framework.

    • The development of regulations and procedures for the Public Service Pension & Gratuity Law.
    • The development of pay and grading structures for the FGS civil service.
    • The development of an organizational ordinance for guiding institutional mandates, structures and administrative procedures.

    Strengthening policy management, coordination and monitoring capabilities at the centre of government

    • Achieved Milestones
    • The integration of the Aid Coordination Unit (ACU) into the structure of the OPM to serve as efficient and effective secretariats of the SDRF.
    • The establishment of a Policy Coordination Oversight, Delivery and Monitoring department at the OPM.
    • The establishment of a National Capacity Development Department at the OPM.
    • The establishment of Policy Planning and M&E Department / units at the structured MDAs and develop their policy analysis and management capability.
    • Supporting OPM for the development of government performance and delivery monitoring system.
    • Supporting OPM for the development of Cabinet Businesses Process (Cabinet Manual) and Public Policy Formulation Guiding Manual.
    • Supporting the high-level retreat sessions at the top-level of the government to build trust and consensus on priority reforms, strengthen a focus on results and resolve issues between agencies and across government.
    • Ongoing Activities
    • Strengthening the functional capabilities of the M&E department of MoPIED to track and monitor the NDP progress and reporting.
    • Facilitations of exposure visits for the Cabinet Secretariat department of OPM as well as the leadership levels for strengthening and networking for Ministers, PSs/DGs etc with a focus on promoting a good governance.
